In my opinion, it should be a lottery system, and only a few countries' tourists allowed in on any given year.

Spain is literally full of nice places to see but most tourists only know about Barcelona so that's where they go. I personally couldn't care less about this, the only thing I care about is the thousands of non european inmigrants.
