Literally no one that only studied it in school ever got good at it. After learning the basics, which you should have down by the age of like 10 or 11 if you had it since first grade, you just have to use it. English class was a bigger joke than German as it's just as basic but they expect you to not even be able to fully use it. It's like German class but for retards/kids; how is one supposed to learn a language this way?

We don't study English grammar in English class after like grade 6. Especially in grade 10 and later you just read books and write essays like in German. That's what I'm comparing to each other. And the writing standards are just way lower in English class, even later on.

In the first place, the subjects taught up to high school level, not just English, are superficial.

I think the important thing about any subject at school, but certainly about math, is that you need to learn about it to a higher level than the level you plan to fall back on. I studied university level math, so this means I don't use it much and I'll be rusty when I return to it, but everything below that level is incredibly well understood. I don't think that's the same for people who stop at high school level math since you often fall back to a level of your lowest understanding and most people aren't even top of their classes during those periods either and can demonstrate great understanding.

because they don't give a fuck, they already surrendered in life so learning usefull skills especially for the outside world is something that they are gonna do, on the other hand look at jeets they may be a invasive species of insects but they are very in tune with their survival instincts and if that means resource and opportunity to thrive then they would take it

Because English is completely useless/irrelevant in Japan. The average Japanese can go their whole life without having to speak English. Wondering why Japs don't speak English is like wondering why Americans don't speak Japanese.

The point of HS English classes is simply to teach the basics of the language. It's up to you to build upon those basics to reach higher levels of fluency.
