Soviet's fault for making their own "Moldova" during the interwar period, out of land that was scarcely, if at all, populated by romanians and which also never was part of a romanian polity.
If I was in Moldova's shoes I'd trade it to Ukraine for the part of Budjak pictured here. Asking for the whole thing is probably not an enticing trade. I'm not sure they'd agree to this either though, since it takes away their access to the danube.

Northern Bulgaria definitely wasn't Thrace proper though, the Romans conquered land uninhabited by Thracians to have a border on the danube instead of the Balkan mountains (which should probably be the actual 'Thracian' border)

Moldova is just the part of historical Moldavia that the russians felt like grabbing. Previously known as Besarabia, then switched to 'Moldova' because the soviets pretended to care about self determination and literally noone called themselves Besarabian.
After annexing it again post-WW2 they even came up with mythologies about how the half of Moldavia that was annexed by Russia was somehow truer to "Moldavian Culture" than Moldavia proper in Romania. It's all backwards reasoning to justify it being under russia.
