Florida Is pretty good. A lot of Russians already live there from what I know. Even in my smaller city there's a church service that's in Russian.

The bigger cities are expensive but if you live in a town an hour or so out from the city center its not as bad.

IMO Florida is the best state to raise a kid right now too. Florida has bright futures which will ensure your kid will get free college. The heat is pretty unbearable though.
