Why can't there be a European country with all the good chuddy things in America like lax emissions, speech and gun laws + (relatively) low taxes with decent public transportation and healthcare in a homogeneous high trust society

Europe is the battleground between absolutism and republicanism.
It's difficult to understand history since school offers you a very neutral & bland presentation.
It doesn't help if you're also forced to focus – obviously – on the overall school curriculum program for the year.
Every person knows history but doesn't understand history, cannot grasp its genuine stakes and implications of what they're reading, why it happened, who and the what.
Europe went through multiple wars, more often than not under the banners of clan fiefdom & divine right to rule + the descendants of the posse comes/comtes reorganized as „European” nobility, aristocracy, with their butch crowned principals.
A lot has happened in these last 250/275 years than of 500 years prior to that. Think of this for a moment – and no, it's not just about your hard-coded republican rule polity.
Europe went through two heavy-handed wars in the 20th century, more intense than all previous centuries' combined of the previous millennium. Think of this & grasp this affirmation.
Why? To install representative democracy, [European] liberalism, parliamentarism, rights, elections, and ditch the demented outdated system that fisted down on Europe for more than 1000 years: feudalism.
It's not easy, not with what happened last century – only 200 years, not all the same.
There's still reluctance to your propositions because of ongoing worries that, though Europe largely got off its feudal mindset (not without deep scars), you still have the wider majority planet that – for example – hate the French Revolution & universal rights, they're born & taught to hate Europe for ditching their „European” nobilities & royalties.
They use imperialism/colonialism to attack & bombard representative democracy as if Europe is the same feudal system... unless the nobilities/aristocracies, and royalties, want a comeback with bloodylust vengeance in mind & found their nouveaux sujets fidèles to do it.

You’re probably right, but what kinds of emissions are you talking about? Industrial emissions? Car exhaust? I can’t imagine a reason why more of either of the above would offer an improvement to your quality of life.
Might as well burst the rest of the bubble and remind everyone that Swiss gun culture also isn’t anywhere near “chuddy” enough to satisfy the NRA. Guns are legal, and popular in some quarters, and not particularly difficult to obtain, so lots of people own them, but we take licensing, training, and recordkeeping a lot more seriously than the Yanks do. We’ve also got restrictions that will probably offend, such as that while it’s legal to own and shoot firearms, it’s generally not legal to walk around armed as a member of the general public. The only people legally packing on Swiss streets are police officers and some categories of security personnel—even when one sees soldiers walking around with their service weapons, they’re not allowed to be loaded.
