If Operation Downfall had been executed, the degree of death and devastation would’ve been unimaginable. It would’ve made the dropping of the bombs look like nothing. Even if there were certain figures in the Japanese government who wanted peace, authority was too decentralized for any kind of meaningful movement towards surrender to be put into action without an overwhelming show of force that would prove plans like Ketsu Go would be futile. As a matter of fact, several Japanese commanders in places like China still refused to surrender even after the bombings until it was made clear to them that the Soviets were serious about entering the war and they would never be able to resist their ground forces. This is the degree of fanaticism that was present. They thought “Well, they can nuke the home islands, sure, but they won’t nuke our forces abroad. Press on, men!”
