Finding a list of the previous 28 municipalities before the 2022 reform shouldn't have been this hard. But this map came with the clutch.

Tip for flag researchers: Google sometimes fucks up searches about abolished municipalities, especially when two have been merged. To find the seals more easily, try setting the date to before the subdivision was abolished.

Fyi, I am putting the previous municipalities under the current (merged ones) for example, with the 2022 reform Akdoğan, İnönü, Paşaköy and Vadili municipalities formed Mesarya municipality. So, I am making a Mesarya folder to include the four abolished municipalities.

Also fyi, Lapta-Alsancak-Çamlıbel Municipality was formed by Lapta and Alsancak municipalities, but Çamlıbel wasn't a municipality before that so this is why that folder only has 2 seals.

to figure out which flags you passed through the best way is to install Google Earth and then download two things from the Mediafire link in OP: PH6.kml, the municipal borders file for the Philippines, and ge-map-overlays (HIGHLY recommended, link in the first txt file of the list)

otherwise OSM-derived maps like those also linked in OP are usable, althou OSM is missing a lot of municipalities in PH overral

The difference between town councils (19 of them), GRCs (33 of them - Group Representation Constituency) were confusing, it makes the most sense to treat the GRCs and SMCs as the third level.

For example, Ang Mo Kio Town Council is made up of three GRCs: Ang Mo Kio GRC, Kebun Baru SMC and Yio Chu Kang SMC.

But, officialy, as far as I understand, the constituencies (GRC+SMC) are one level below the CDC districts.
