Charleroi is a tad "overhyped", it's not that different from many other decaying post-industrial cities in the region. But it's indeed the flagship for everything wrong with Belgium.

Not the worst, but way overrated compared to their international image.
You get raped by the taxman first and the landlord second.
And unless you have private healthcare, you're just paying 300 to 600 euros / month for nothing because statutory healthcare is literally non existent in terms of capacity.
The economy is also stuck in the past, so if you want a good job, you need to work for a foreign company.
Weather is decent, especially compared to UK or further north.
Food is decent, honestly above average compared to most of Europe (excluding the south).
Unless you live in one of the very big cities, life becomes boring very fast due to lack of socializing options, especially because fucking everything to do with leisure closes at 6pm.
