Japan tends not to have visibly poor districts but Osaka has many of them, histotically. It's one of that kind of places.

Zainichi Koreans are just the biggest minority group of Japan that has been living in Japan for a long time. It's natural to mention them in the context of parts of Osaka where many types of immigrants live in now.
The same kind of thing happened in Tokyo too. There's a Korean town in Tokyo and then lots of Chinese moved there and now many types of immigrants are there.
