Our "donations" are a form of forced dependance to keep them compliant, and any attempt to become independent self-reliant countries instead of puppet governments is met with sanctions, sabotage, and regime change. The aid, while often portrayed as philanthropic and beneficial is really not. The relationship between the imperialist powers and African countries is still that of exploiter/exploited. The first world countries get much more out of their dealings with Africa than Africans get, other than a rich handful of Africans who serve as complicit compradors and traitors of their people. What OP was saying is correct, aside from how Africa isn't the only exploited continent.
The entire first world (i.e. imperialist countries) parasitically extract value and resources from the third world and have done so for centuries and this is why there is such a disparity between the two. Africa is being forcibly held back in its development and any attempt to liberate Africa from its chains and have African countries stand on their own feet and develop independently is met with hostility, slander, and sabotage from the first world.
