It is actually a legal requirement in care homes. Some student places have them apparently, that'll be because those are generally high crime areas and students staying somewhere for a year have zero sense of security so the insurance is sky high. I remember my housemate left his window wide open and some chav reached in and took his phone off his bed. But then we also had a brick through the window one time.
If some private landlord has done that and not given you the key they're just being a complete dick.
