Absolutely 100%. Some may not mind it, but most are already not having a good time because they're at work. They're not in the mood for some schlock to come up and forcing them to make a decision.
Maybe if it's an office, and a casual setting then it's not as bad, but in that case you're likely her co-worker and thus it's weird because of that.
