There is no one trick. The damage the fuckers at the top have done to the retards at the bottom is almost irreversible at this point. You would need a group of people to directly and radically change everything, or slowly take control of every thing through peaceful means AND THEN solve the other problems like education, violence, corruption and gibsmedat people, etc.

Splitting everything into smaller administrative regions and going all in into exposing all the corrupt fuckers in it might be a good start though, but I don't know how realistic that actually is since everything is already so corrupt

Retards, in 1853 Paraná had pretty much no population at all. The state only grew with the arrival of immigrants at the end of 19th century.
Most of the state, with the exception of the northern part, is extremely similar to western Santa Catarina. Same accent, same dialect, similar ethnic backgrounds (high concentration of slavs). It's nothing like São Paulo or "Paulistânia".

You mentioned Campos Gerais for example, go to a city there like Ponta Grossa, Carambeí, Prudentópolis, or Irati, where literally the majority of people descend from Slavic or German immigrants, and see if they're more similar to western catarinenses or paulistas.
Even the local football teams there use "paulista" as an offense against people from Londrina and Maringá, because the backgrounds and local cultures are so different from the north of the state.
