Because they have large population number and low labour costs.
A bus driver in New York starts from almost $30 an hour and they work way more than 40 hours a month on average. They get bonuses for night rides, articulated buses, holiday pay, insurance, etc. New York has (at least according to Google) 5700 buses. That is probably more than public transport buses in all of The Netherlands. Pay is much higher in New York too. Do the math. I'm sure there is corruption, etc. but eventually people will realize is that you cannot have a rich place where people make high salaries and low operating costs
