You could arrest and convict 50% of "people" who vandalize these things - this is an extremely optimistic number, by the way - and it wouldn't be enough to stop them from continuing to vandalize them. But if these vandalisms happened even 5% of the time, it would be the absolute end of the service. Would you order lunch to be delivered by one of these if there was a 5% chance your food would be stolen en route? Sure, you'll get a refund, but you also won't get lunch.

I don't know where OP's video is taking place but as an example, Chicago has a little under 12k police officers for a city of 2.6 million people. That's fine if those people are well behaved whites, but if, as in the case of Chicago, the city is 30% black, well...
