btw, Tokyo isn't a city. (had been a city until WW2.)
It is an unnamed zone of wards under the direct administration of Tokyo prefecture.

95% of Chinese cities are 小区 where every bland concrete commie block is identical, divided by multilane roads.
Japanese buildings are also mostly ugly, but they're unique and the narrow streets contribute to SOVL. Taiwan is the same.

I'm not sure. Everywhere in Tokyo is noisy.
possibly it'd be a good idea to live in one of those tower apartments near the bay, so that you can take distance from the ground, but it has other problems (takes minutes to get out, future value as a real estate is concerned, etc...)
