It is different in each country and place. New York has pretty strong unions, people in construction earn around $70 an hour if the building is in Manhattan. The land is expensive, it is expensive to get in all the cranes, excavators, materials, etc. New York being expensive is perfectly understandable. How places like Serbia gets unaffordable? I think it is similar than here, there is no property tax, utility bills costs like $20 a month so you can keep your money in real estate without having to rent out even. I think a lot of speculators are expecting Serbia to join the EU eventually which would bring up the prices. Plus housing quality in general is low so people are outbidding each other for the better units.
