The thing is, he shouldn't have killed more than 1 person. Everybody in Japan has a smartphone. The police officers should have access to all your data.
If the 2nd victim, the boyfriend, was able to track the killer down, there's no reason the police shouldn't be able to.
He met all his victims on Twitter. It should've been easy to access the victim's messages to see who they last talked to. Their smartphones should've been tracked down to his apartment. All his neighbours should've seen him bring women to his room, but did not leave.
Within 48 hours of his 1st murder, he should've been caught.
