As far as I know, the Moscow monorail was garbage anyway. It ran at around 20 km/h. For comparison, the one in Tokyo does 50 km/h.

Metro, yes. They're building new stations almost only in Moscow. Other things no. My city has tons of new buses and trams. Also some electric buses too.
