California banned them from owning land and most people did not want them here. Birthright citizenship was meant for black slave descendants to be counted as citizens, not random chinese and what not.

The lands the US gained from Mexico were chosen because they were sparsely populated, they could’ve taken the whole country if they wanted but specifically didn’t want to admit millions of brown Mexicans as citizens. By the 1850 census, just two years after the war, California already had 3x more whites than mexicans.
