They were not generally given citizenship prior to the exclusion act though, most of the railroad workers went back to China after being here because they were just migrant workers, not immigrants. California banned them from owning land and most people did not want them here. Birthright citizenship was meant for black slave descendants to be counted as citizens, not random chinese and what not.
