A lot of our buildings are designed to keep heat in. Even with air conditioning like places in Spain or Italy, traditionally hot (to use) countries, it's still fucking retaredly warm outside since buildings were built to trap in heat.
Like at best you can go 'yeah inside is cold' but you'd still need to overhaul a shitload of the bulding infrastructure.
In addition a lot of that is almost not possible since a lot of buildings are classed as historical so you're looking at unfucking the entire country more or less in any country that isn't build for warm weather
Kinda like asking the US to just make the entire country 'walk and cycle friendly' in the cities or suburbs. It's possible. It's just not what it was designed for.
