Everyone has their own washing machine here, regardless of whether they live in a house or flat. I think the only exception to this is with student housing, where often they'll have American style laundry rooms on the ground floor.

About half of all homes don't have a dryer though.

The other anons on /deutsch/ laugh at me because I don't have my own washing machine. I have to buy tokens for the washer and the dryer and carry my laundry down to the cellar, then back up 4 stairs (no lift).
I live under a roof that was converted to a flat during the housing crisis in the 1980s. I have no room for a washing machine and also no possibility to connect it to a water line and to a drain pipe.

I have running water. Just not where I could place a washing machine. I would have to hire builders to install all of that and then repair the drywall again. Plus I would have to get a permit for all of this from my landlord.
