We literally tried and it turned out to be impossible.
To this day EU countries buy record high LNG from the Russian Arctic and countries like Spain, France actively oppose banning it, while Germany gets it indirectly via French and Belgian ports.
Countries like China, India and other "global south" economies quickly filled the vacuum left after western suppliers and now instead of importing mechanical tools and electronics from Germany and Japan, Russia just imports them from China, Turkey and Kyrgyzstan (which totally produces them and doesn't just import them from western countries to bypass sanctions).
Moreover, the oil price cap lasted a whole 6 months before Russia simply started selling their oil using the unrestricted shadow fleet. And a total ban on russian oil purchases is too risky because it could fuck up the market and send prices flying because Russia accounts for 10% of global oil exports.
But I'm sure all of this will be fixed once the 21st sanction package is introduced.
