when i lived in the city i owned my apartment, but for logical reasons i didnt own the housing structure, so where would i put the outdoor unit? with a balcony i could put it there but i had none.
once i sold it and bought a house i installed a heat pump/ac the first week and every house around has one or two.

Why not just use a window unit? My house in Maine didn't have central AC but I put one in my bedroom for when it got really hot. They're very common in NYC and Boston.

dont remember if it was in spain, france or italy but i remember walking in some back alley and there was ac units everywhere, always on their tiny little balconies and often the 2 fans 10+kw'ish units. walk around to the front facade and there was nothing.
im an ac/fridge tech so i see this by instinct, my eyes seek it out. made me think its just like here you cant put one on a front facing facade in the city but you can behind it and thoose with big ones where nice and made a deal with the neighbour in his front facing apartment.
