Ageing population, video games and the internet.
Homicide is typically a thing for teenagers and people in their early 20s. Teenagers in the 90s started getting TVs in their rooms and spent their weekends playing Zelda or whatever. That drop in the 90s is literally due to the proliferation of screens.
