Is it easy to tell Indians' native language by their accent when speaking English? In other words, do Punjabis, Telugus, Bengalis, etc. all sound distinct even when not speaking their own languages? Or is there a sort of pan-Indian accent that all Indians have when speaking English?

South Indians pronounce m as yum and n as yun so it's easy to spot them

Yes it is. 100 percent

Only the ones who speak very good English, so they develop a "standard" Indian accent. There are very few people like that, mostly rich urban kids who attended private English medium schools. This is just my subjective opinion by the way

I find it very easy to distinguish Punjabi, Telugu and Hindi accents. Hindinglish for one makes my skin crawl.

Bengalis have an accent too but I don't know if I'd ever be able to discern if someone's Bengali from their accent alone. I don't find it to be the same kind of accent for everyone, like someone from Chittagong would have a different accent compared to someone from Comilla. That's probably because I speak Bengali myself.

They only can only be differentiated by how they spell words that was borrowed from English. There are lots of them. Just hours ago, the ticket collector in the public bus spelled "easy" as "e-ah-zee". And I have heard some people spelling "risk" as "riks". Also there Nuakhai people who can never spell out the sound "p". They spell it like "h" or "f". So they will say "horn" instead of "porn"
