We did not and that's why we're getting fucked over.
Euro countries PRETEND to embrace civic nationalism but in practice are still rabidly ethnonationalistic. You will always be treated as an outsider if you move to one of them. People can be nice or nasty to you, but it will always be "outsider nice". And it's rarely addressed because it would take admitting the issue of deep seated ethnonationalism, which falls on deaf ears. And since children of migrants are treated as outsiders, they latch onto their ancestors' culture.
If we were either fully civicnat or fully ethnonat this wouldn't be a problem. Instead we got the worst of both worlds.
