They're clearly not part of the Gulf culturally speaking. They barely have access to the Gulf and it's Mesopotamia that defines the region. Idk why you think they're not part of the Levant. The Levant to me is the Fertile Crescent.

they’re an exact mixture of both.
Gulfie in the south, syrian in the north, and baghdad is a checkpoint and a big mess.
I’d just leave it as it is.
