West Germany released nearly all of their imprisoned war criminals by the 1950s, most with only a few years imprisoned. All levels of German society was complicit in this.

These criminals went on to form the backbone of the West German government. They were the officers of the new Bundeswehr, the country's lawyers, judges, politicians.

East Germany shows this was not "necessary" or "unavoidable". By all accounts they developed a serious, disciplined, organised state and armed forces without the abundant use of war criminals.

The guilt they express is not for what they did, only that they lost. Be wary.
