if we want to discuss European history as a whole you literally cannot pick a “winner”, by that same logic you described. the pope was in Italy and had huge influence, like the banks and the center of trade with the Orient. Germans invented print and protestantism, which also, huge influence. the Dutch revolutionized global trade. the Iberians controlled huge areas of the new world and were responsible for literally shifting the center of the world elsewhere. France and the UK did their part, absolutely, but none were the sole masters of Europe’s destiny because they came up with one particular thing (what is the industrial revolution really? - you have no idea how influential and innovative Europe was in the 18th, 19th and 20th centuries. Unparalleled even in scale to population, wealth and production in human history. Most of those innovations are probably German, then French and English, then Italian. Look at the Maths, physics, chemistry etc. foundational to our world today. Yes, they were improved in the United States, but the genealogical origin point of these developments are German, English or French.
It's a different story for the arts where England and France outperform Germany, but in hard sciences the contribution German scientists have made is ridiculous. Not saying that other European countries didn't make any contributions, but you could probably draw a circle like this (pic rel) and define the area in which the vast majority of innovations took place.

Germany has a great history as the birthplace of Protestantism, a scientific centre, as an industrial powerhouse but it has never been politically dominant in Europe. Their central location is a blessing for trade and commerce, but a curse for power.
