it probably happened at night, and water levels rose super quickly when all the reservoirs overflooded, when the sewage overfills it actually spills water backup, so it's not just the rain

a lot of water reservoir is build under the roads, when there is flooding the water gets on top of it and doesn't flow a way for a long time creating a pond over a large flat area
