This map is really odd, it's not about average high in the hottest month because green parts of Brazil have highs above 30. It's also not about the average temperature in the hottest month because red areas in Brazil like Manaus have an average below 30 in the hottest month. So I guess it's the average yearly high, this matches for Manaus and green areas in Brazil

i live in one of the tiny yellow parts of the country. honestly the summers aren't that bad, it only feels too hot when it gets close to like 40, but the winters are a bitch.

I guess it's saying that the mean daily maximum temperature for the hottest month of the year is below 30°C. That is the average of the highest temperature for each day of the month.
According to Wikipedia the hottest month in Melbourne is January with daily maximums of 40°C, but mean maximums of 27°C, so it checks out.
