Evolution is lazy, if it's not harming the perpetuation of the species don't "fix" it. It's simpler if males and females have a similar orgasm system.

You can hypothesize maybe it's because if the male didn't cum yet there's something wrong with him and with that sex act so the female orgasm may prevent continuation of intercorse. Perharps even as a way to preserve the female genitalia from wearing out. I stick with the lazy evolution explanation though
