The most "Italian" Italian-Brazilians are either rural people in São Paulo and the South plus Espírito Santo who just stay here or people who have already moved to Italy, but usually decades back already. The vast majority of Italian descendants worldwide only have Italian ancestors born before the 1920s. This law basically restricts citizenship to diaspora retirees and people from the EU which completely defeats the purpose of offering it in the first place.
