All of which would have generated employment for Italians in Italy (writing tests, analyzing documents etc.), and be financed by the diaspora itself, who would be forced to pay for it.

But the goal was very, very explicitly to simply break the ties with the diaspora once and for all. That became very clear from Tajani's speech. He hates the diaspora, he hates Italians, and he wants to have nothing to do with us.

Because we're upper class here, and contemporary Italy is not the best place for ambitious people. The US is better for that. Young Italians themselves often move to other countries.
Besides, there were no incentives for the diaspora to move to Italy. No employment programs, no language courses. Nothing, as far as I know of.

The most "Italian" Italian-Brazilians are either rural people in São Paulo and the South plus Espírito Santo who just stay here or people who have already moved to Italy, but usually decades back already. I have an aunt living in Rome, with an Italian husband and Brazilian-Italian kids, she's fully integrated, speaks fluent Italian without an accent and never even used the passport to move anywhere else.

Tajani should rather ask himself why it is that a bunch of young people from a Romance-speaking country, with Italian blood, Italian surnames, probably of Catholic religion, from good families (bastards can't into citizenship due to marriage certificate requirements) choose to go to Miami rather than to Milan -- Miami, where they won't even be considered citizens and their legal status will be murky at best.

Of course not, but deliberately seeking the passport with exclusive intention of living in Miami or Germany is obviously not why the opportunity existed in the first place, and especially not helpful for other people who didn't want to do that either (as we can see).

Florida is a very popular retirement destination for people from NY, for example, which is full of Italian-Americans. The governor of Florida himself is an Italian-American.
Having an Italian passport does not give you the right to live in Florida, only in the EU.

By the way, if there was any actual interest in solving the problem in a fast and pragmatic manner, they'd have made a different, simplified process for single women of Italian ancestry already. The vast majority of Italian descendants worldwide only have Italian ancestors born before the 1920s. This law basically restricts citizenship to diaspora retirees and people from the EU which completely defeats the purpose of offering it in the first place.
