No they don't you simply have to have no more than 3% denial rate and they will lift the visa requirement. It's pretty straightforward and not subjective at all. Croatia managed to do it during Covid by purposely sending politicians and businessmen and other wealthy people to America because their visa applications wouldn't get denied and regular citizens didn't travel because of the pandemic and that's how they fulfilled the threshold

Countries in southern and eastern Europe are treated by some normies like Somalia because they compare them to Norway or Switzerland (even if subconsciously) while for example brown countries that are richer than their neighbours are treated like "Switzerland of the x" even if they're poorer than Albania or Belarus. For example you see that often with Chile or Botswana, even Rwanda
So no, eastern Europe will never reach the "threshold" because that would mean having to go toe-to-toe with Germany, Netherlands, Sweden etc and that's likely never going to happen
