im not 100% sure but i think thats part of the earthquake-code. the elevator/stairs area has to be extra-thick and extra-reinforced. there's also nothing flammable allowed in the stairs and if there's a fire the doors auto-close (on a spring, you can still get in if you need to) so the smoke cant get into the stairs and you're safe from that.

it is unusual that they built that part so high so long before the rest maybe theyre just laying down prefabricated levels of stairs/elevator so its very fast
