I was using 'speak' very broadly. You're not expected to speak in any specific accent. It's not the end of the world if you use some American spellings here and there and you probably will at times, but the 'base' version of English we learn here is British English. You will spell it colour, not color, and so on.

As a zoomer (-97) at least for us outside of the capital hell hole it is a clear no, don't know how it was in the wannabe European containment zone.
The schools started teaching English at 3rd grade (9-10yo) and it was always British spelling.
As for pronunciation they didn't really try to force us to use any specific one hence the common "rally english"; only pronunciation related thing that they taught was the basics of how fucked English singular vowel and consonants are.
