China Rail can pay the infinite fees for being infinitely late because they're backed by the CCP. The main thing is to wither all other rail companies trying to compete in the US.
The Chinese chose this industry as an easy target because we don't really care about rail.
I don't know if they fully thought through WHY we don't really care about rail though.
They probably think we're overdue for an update and expansion of rail, like Euros think.
It's kind of fitting though since Chinese gold rush immigrants did most of the work on the western side of the intercontinental railroad back in the day.
