It's pretty much an agrarian society moving into the industrial era. Pretty much every country went through that phase - although india is bigger and more heavily populated so i expect it to take longer to get to the cleaner state.

That is civilian infrastructure in the op. They are doing okayish on industrial infrastructure development but the sub-70IQ residents of OP will never vote for civil infrastructure as long as they are getting gibs thrown at them, so no one will ever bother touching those roads and exposed cables and the cities will continue looking like a horrible shithole

I don't know. This is also a hot topic in India too btw. Sri Lanka is a far cleaner and better designed country while having basically the same people.
