It's pretty much an agrarian society moving into the industrial era. Pretty much every country went through that phase - although india is bigger and more heavily populated so i expect it to take longer to get to the cleaner state.

I'm guessing he's referring to how they're pretending to be a modern economy in many areas despite being third world in most of it. Little large scale manufacturing, but lots of outsourced support services.

That is civilian infrastructure in the op. They are doing okayish on industrial infrastructure development but the sub-70IQ residents of OP will never vote for civil infrastructure as long as they are getting gibs thrown at them, so no one will ever bother touching those roads and exposed cables and the cities will continue looking like a horrible shithole
