Europeans' inferior window design means they can't use cheap window mounted units. They're stuck with the ground mounted units with tubes (that don't work) or drilling holes in the wall for a minisplit.

Carbon emissions license. Air Conditioners are not compatible with the UK's Paris Climate Agreement commitments. To install an AC you need to be able to demonstrate that the unit will not contribute to increasing greenhouse gas emissions.
