Consider why Indians are moving. They want money, they want jobs, they want better living conditions than the crowded slum hellscape of Indian cities.
They're not going to send 2 million Indians to every country on earth because there are tons of third world shitholes that even Indians don't want to move to. Ideally Indians want to go to North America and Europe.

From what I understand from talking to Indian students when I was in college, the Indian government actively sabotages any attempt to raise the standard of living in India. India's entire economy is based on their ability to supply workers to foreign corporations who are willing to work for pennies.
