I also bought a second hand PSU pretty much new, never had any issue. Kids these days don't know what they are buying so they get always a bigger PSU because reddit says so.

I don't know about a card, I guess it depends on what you play and what to want to play, I've been thinking of building a computer but I am not sure if I will start playing games or waste money for it
