Video games have long been dominated by Western wealthy countries. Even now, making a AAA video game requires a high budget, infrastructure, and professional developers, graphic designers, etc.

Do you think Rajeet Singh from India or Melokuhle Sithole from Africa can make AAA games that cater to a global market of gamers when they themselves can't even afford to play it?

Not only that, but if I were Japanese, I would do the same. The countries with the most disposable income and willing to spend money on entertainment such as video games are mostly from the Western world. These countries have rich cultures and developed economies in prosperous, safe areas.

I don't know about you, but I would be depressed as hell if the Japanese decided to make a game about third-worlders, such as featuring a game Hector Arroyo from Manila suffering the oppression from their political dynasties, where his government regime is doing everything they can to ensure Hector and his family are never educated, fed, sheltered, or even employed because the political elite don't want their population to prosper, as that would jeopardize their power and wealth.
