Rusters Group unis are content to waive through the vast waves of Chinese students who don't speak English, don't attend lectures, don't socialise with non-Chinese people, and don't venture outside their gigantic 5-star student accommodation blocks filled with fellow Chinese students who all wear Balenciaga and such. It's agreed by all parties that these rich Chinese will pay £35,000/year and in exchange they will get a UK degree for nothing then fuck off home to China to get a do-nothing job in their dad's firm or whatever the fuck they do back there.

At the low end you've got colleges and the fake universities run out if of a business unit which fake entire transcripts and are essentially running a scam where they get students in from India or Nigeria on a student visa doing a made-up degree and then these 'students' fill holes in the employment market that UK people don't want to i.e care work / other below-min-wage illegal stuff.

From the government's perspective both of these are 'good' in the sense that they provide value. At the top unis, the Chinese students keep them from collapsing thus preventing a nightmare for the government. At the shitehole diploma-mill colleges, the government turns a blind eye in exchange for several hundred thousand / million extra workers to service the slave labour economy.

This is where you'll fall short I'm afraid. Some universities have close to 50% of their entire funding coming from foreign students, for most it's ~20-25%. No government can afford to plug that gap so they're stuck between letting these institutions go under or letting them be massively subsidised by China.
