Migration supresses wages and creates an inflationary effect, labour is a commodity that is exchanged for other commodities.
If there is more labour avaliable, it loses value.
If migration spikes, so spikes housing price, so spikes grocery prices, etc. More demand, similar supply but labour becomes excedent.
Unless you are suggesting to make a fully planned economy.

yeah IMO all the stuff that happened in the 60s can be traced back to the baby boom. A massive spike in the number of children born 1945-1948 means that the classrooms are overflowing, playgrounds are overcrowded. teachers, parents, authority figures in general just can't keep up. so you get a generation that turns 20 in 1965 and has had less attention, supervision, close instruction than ever before, so of course they coalesce into a massive revolution against everything the older generation tried to maintain.
