China and Mughals had infinite resources, too, yet they never reached the industrialization and domination of the other continents even despite centuries of stability and prosperity. Meanwhile the Muslim states you named were fortunate enough to sit on resource that's used by the developed economies, the only economies that need oil in bulk, and were it not for industrialization of the 1st world or the luck of having insane amount of oil relative to population the states you named would be pisspoor today. You can say that European countries had the right circumstances at the right time just as well.
Europe had massives reserves of coal which was the original black gold prior to oil, fertile land and navigable rivers everywhere.
Also there's countless countries with oil that aren't UAE, Qatar or Bahrein. Look how Iraq, Iran or Russia are doing. You can cope all you want but in the end that doesn't change the fact that Doha is safer and cleaner than London.
