Not especially. Households don't use all that much water compared to farms. The biggest drain on water in the region by far is all the California farms growing stupid cash crops like Pistachios in a region not suited for it.

This is changing very soon as the entire Colorado River runs dry. This will also cause a big power crisis for LA and Las Vegas because Hoover Dam won't work. oh well
