We (still) have tough environmental regulations but it's much easier to preserve small secondary forests than a gigantic primeval forest. Brazilian states with net positive forest growth are in the east and already cut down most of their original biome. This is why Europe can do it, they already cut down their massive forests, it's really hard to fight antropic activity against new ecosystems unless it's a frozen taiga. This is a consequence of the human peopling of the world

I'm not talking about modern greenwashing politics in cities though. The reforestation of Europe is more linked to industrialization and rural exodus paradoxically. For centuries European medieval peasants cut forests to make room for agriculture, but when the industrial revolution happened many peasants moved to the city to work as factory workers. Many of them abandoned their former fields or planted trees on it for less maintenance.
