It's all argies and brazilians going on quick shopping trips, Paraguay has no import taxes so things are much cheaper there. If anything the fact that Argentina is becoming more expensive is responsible for this increase.

Extremely cheap weed (still illegal though but easier for a foreigner to get than Uruguay where it's legal) and no import taxes so small-sized business and families from BR and ARG travel there for shopping trips.
