What it does mean is that for all intents and purposes, the Scandinavian peninsula has always acted, in effect, as an island off the northern coast of continental Europe. This is primarily because of geography, and secondarily (to a much lesser extent) because of politics. The main thing is that you have always taken a boat across the sea to come here from the continent (until there was a bridge). The vast, undeveloped lands of western Russia are a barrier, not a road. The sea on the other hand, which nearly surrounds us except for in the far north (which has not been important, historically) is very easily traversed.
